THE SATURDAY SUN, of April 9,carried the Front Page headline:Step In, Sir – Belleplaine folk appealto the Governor General. The story on Page 3 of the same edition said: “Residents in Belleplaine, St Andrew,have fired off a petition to the Governor General pleading with him to stop the closure of their beloved Police Station in the village.”
I said to myself what nonsense and foolishness this sending a petition to a Governor General. That was not for the Governor General, since I am not an attorney, I was forced to call a friend of mine, who is one, for clarification on the issue. I must make it clear that I do not know everything and when I am in doubt I seek advice. It was not a matter for the Governor General, Sir Elliott Belgrave, because that is a matter of policy and the Governor General doesnot deal with such.
The Governor General deals with law – his function is that of a “lawmaker” by giving “assent” after bills are passed in Parliament. The Belleplaine situation was dealt with as a policy decision.
I am not here to say if a petition should have been organised or not. But since the petition was done, it should have been sent to the Attorney General and Minister of Home Affairs, the Honourable Adriel Brathwaite, who is a member of the Cabinet and by extension a member of the policymaking body. It should not even be sent to the Commissioner of Police because he is there to carry out policy. It shows that persons must do their research before taking on such a mighty task.
A petition of such a nature could have been sent to the President of the United States of America, Barack Obama, or the President of Guyana – David Granger, because they are both executive presidents and have executive power.
Our Governor General, Sir Elliott Belgrave, has none. If I was the governor general, I would place that petition on file 13 because it had no right at Government House!
