Packed Order Paper

WHEN the House of Assembly meets today at 10 a.m., following the summer recess, two land resolutions will be nestled among a raft of major legislation on the Order Paper.
One is for the compulsory acquisition of 11 165.7 square metres of land at Vauxhall, Christ Church, for housing development.
This follows a Cabinet agreement on October 1, 2009, to acquire the land and give the Crown an indefeasible title.
The other resolution is to vest two parcels of Crown land, totalling 16.4 hectares, at Parish Land, St Philip, in the National Housing Corporation (NHC) for housing development.
Also on the Order Paper is a bill to repeal the Financial Administration (Public Enterprise Investment Fund) Act.
Following repeal, which takes effect November 10, all of the resources of the Public Enterprise Investment Fund, which consists of:
(a) the revenue representing the proceeds of the disposal of an enterprise, or shares or other interests in an enterprise, owned by the Government;
(b) money that Parliament has provided for the purposes of the Public Enterprise Investment Fund;
(c) all sums that represent the payment of debts or the discharge of any liability to the Government by an enterprise; and
(d) all sums that were made available to the Public Enterprise Investment Fund by way of gift, grant or otherwise, shall be paid into the Consolidated Fund.
The ten enterprises affected are Arawak Cement Company Limited, Barbados Dairy Industries Limited, Barbados National Bank Limited, Barbados National Oil Company Limited, Caribbean Aircraft Handling Company Limited, Caribbean Broadcasting Corporation, Heywoods Hotel, Insurance Corporation of Barbados, National Petroleum Corporation, and Transport Board.
Also down for debate are a Prevention of Corruption Bill; an amendment to the 2000 money laundering and financing of terrorism law; the Financial Services Commission Bill; a bill to repeal the Financial Administration (Public Enterprise Investment Fund) Act; the International Corporate and Trust Service Providers Bill, the Transnational Organised Crime (Prevention and Control) Bill and a bill to increase the amount Government may borrow under the Local Loans Act from $4 billion to $5 billion; along with a supplementary resolution for $3.8 million to meet the annual lease payment to the Barbados Cricket Association for Kensington Oval.
