Long lines of people were again on the precincts of the Public Buildings yesterday as former Prime Minister Professor Owen Seymour Arthur was lying in state for a second day.
Arthur’s family was again on hand to welcome some of the viewers, leaving around noon. Some former ministers of Government as well as former Chief Justice Sir David Simmons were among those filing past the closed casket draped in the Barbados Flag in Parliament.
Former Minister of Finance under the Democratic Labour Party, Chris Sinckler, after his visit, shared some thoughts on Arthur’s legacy.
“One thing we must pay very special tribute to the late former Prime Minister for is his work as co-chair of a Commonwealth Secretariat [committee] on . . . defining what are now considered attributes of vulnerabilities for small island developing states – that was really ground-breaking work,” Sinckler said, adding he was director of the Caribbean Policy Development Centre at the time.
