Gov’t surpasses revenue target

Government has surpassed its revenue target for the April to September 2025 period, collecting $2 163.09 million, exceeding the mark of $1 790.02 million.

Minister in the Ministry of Finance Ryan Straughn, in a Ministerial Statement, told the House of Assembly yesterday that goods and services revenue amounted to $811.05 million, above target by $15.56 million, with the main movement coming from value added tax (VAT), which overperformed by $19.82 million – $576.33 million versus the projected $556.51 million.

“Income and profits, collection total $933.74 million, against a target of $517.6 million. Within that, net corporation tax reached $639.45 million, compared with the target of $229.1 million, reflecting prepayments and settlements by some taxpayers. Net income tax was $274.85 million compared to $265.9 million and withholding tax was $19.41 million compared to $22.56 million,” he said.

The Minister said the out-turns had stronger than expected revenues, led by corporation tax and VAT, with wages and salaries tracking closely.

“Lower than expected interest was observed in the first half, while transfers were higher and capital payments were front-loaded. The revised framework for March 2026 projects total revenue of $3 864.51 million, and total expenditure of $3 905.73 million, implying an overall deficit of $41.22 million around 0.27 per cent of GDP,” he said.

The tax administration reforms at the Barbados Revenue Authority continued to support the fiscal performance through targeted enforcement, timely processing of back payments and improved compliance management.

“Sector specific initiatives have contributed to the mid-year out-turn. The Authority will sustain these efforts in the second half so that the gains realised by September are preserved through year-end. The Barbados Economic Recovery and Transformation plan remains our anchor.

“Public Sector Reform, better service delivery and improved financial reporting across the public sector, including state-owned enterprises, will continue to reduce fiscal risk and improve value for money.”

The strategy for the remainder of the year, the Minister said, was straightforward as the Government “will preserve the revenue gains realised at mid-year, hold operating spending to target, executing the adjusted capital programme and implementing the state-owned enterprise actions” needed to monitored arrears.

“These steps will keep the programme on track and maintain the path

to debt sustainability. The revised framework maintains fiscal discipline and protects priority social and investment spending. It preserves a strong primary surplus and sustains the credibility earned in recent years, while keeping space for targeted interventions where needed,” he said.

That is in order to maintain the country’s path towards achieving the targeted debt to gross domestic product ratio of 60 per cent by 2035, the Member of Parliament for Christ Church East Central said, while inviting “members to note the progress recorded, the revised outlook to year-end and the steps being taken to support growth, protect the vulnerable and strengthen the public finances of Barbados”.

Straughn said excise tax underperformed by $12.36 million – $107.91 million versus the target of $120.25 million; other goods and services exceeded target by $9.44 million – $48.62 million collected versus the $39.1 8 million target; property revenue was $170.27 million – $19.13 million below the target $189.36 million; international trade taxes of $122.21 million were $17.05 million below the $139.26 million target; and non-tax revenue was $83.11 million, $17.26 million below the $100.37 million target.

The total expenditure for the first half of the fiscal year was $1 910.42 million, $69.3 5 million above the target of $1 841.07 million.

Government, he said, will authorise a targeted application of up to $9.9 million from the sewage levy to reduce arrears at the Barbados Water Authority, to be paired with a disciplined transfer execution and stronger collections across entities.

The Minister explained that the report before the House covered April to September 2025 and presented the revised framework to March 2026, identifying the main risk and actions for the second half of the fiscal year.

“The international backdrop is still uneven, global growth remains moderate, but inflation pressures have eased, and travel demand has remained supported.

“Against that backdrop, Barbados continues to expand to revenue out-turn at mid-year. At the same time, expenditure execution remains broadly manageable relative to programme objectives.” ( AC)

Hope’s ton in vain as Conway, Santner propel Kiwis to victory

Opener Devin Conway and skipper Mitchell Santner both starred with the bat for New Zealand to upstage Shai Hope’s explosive century and propel their team to a gripping five-wicket win over West Indies in their rain-affected second One Day International here on Wednesday.

The West Indies captain smashed a boundary laden 109 off just 69 balls, which helped them recover from 86 for five to post a formidable 247 for nine, after persistent showers forced the contest at McLean Park to be reduced to 34 overs per side.

But Conway smashed 90 at the top of the order, while Santner provided the finishing touches by bludgeoning an unbeaten 34 off just 15 balls, to see the home side reach 248 for five with three balls remaining and give them an unassailable 2-0 lead in the three-match series.

Both teams were forced to wait to take the field after rain delayed the start of the match by three hours, resulting in 32 overs being lost.

Once play resumed, New Zealand’s fast bowling duo of Kyle Jamieson and Matt Henry stifled openers John Campbell and Ackeem Auguste by sending down three maidens in the first four overs.

The pressure eventually told when Campbell threw his bat at an outswinger from Jamieson and was caught at third man for four with the score on 15.

Keacy Carty didn’t last long, driving a delivery from Jamieson straight to backward point to be out for seven.

His exit brought Hope to the crease, and it didn’t take long for him to get going, belting Blair Tickner for two boundaries to end the 11th over.

But has become the norm, the West Indies suffered a top order collapse, losing the wickets of Auguste for 22, Sherfane Rutherford for 13 and Roston Chase for two, to slip to 86 for five in the 16th over.

Hope helped to stage a remarkable recovery through partnerships of 44 with Justin Greaves (22), 47 with Romario Shepherd (22) and 43 with Matthew Forde who made 21.

He got to his half century off 42 balls by guiding Nathan Smith down to third man for a single before causing complete havoc in the final 10 overs, which saw the Windies blast 117 runs.

Hope clobbered Matt Henry for three fours in the 29th over to move into the 80s and followed that up by hitting Tickner for two boundaries in the ensuing over to accelerate to 90.

Forde got in on the action by swatting Jamieson for three fours and a six to start the 31st over which yielded 19 runs.

After driving Henry for two successive boundaries in the penultimate over, Hope, who was named Player-of-the-Match, reached his 19th ODI century and first against New Zealand in the final over by hitting Jamieson down the ground for a huge six.

In doing so, Hope became the second fastest West Indian to reach 6000 ODI runs (142 innings), behind only Sir Vivian Richards who achieved the feat in 141 innings, while also equaling Brian Lara for the second most ODI centuries (19), six behind Chris Gayle’s record of 25.

Smith was New Zealand’s best bowler with 4-42, while Jamieson ended with 3-44.

Needing to score at over seven runs an over, New Zealand got off to the perfect start with Conway and Rachin Ravindra, who made 56, putting on 106 runs for the first wicket.

Justin Greaves got the breakthrough when he had Ravindra caught at point after facing 46 balls, inclusive of five sixes and four fours.

The wickets of Will Young for 11 and the dangerous Mark Chapman, who failed to get off the mark, followed in quick succession to see New Zealand slip to 136 for three in the 22nd over.

Conway looked set to reach his century until he slashed Shamar Springer straight into the hands of backward point after striking 13 fours and one six off 84 balls.

West Indies seemed in control of the contest with the home side requiring 40 runs from the last three overs.

However, Santner smashed Forde for two fours and a six in the 32nd over that leaked 18 runs and then clobbered Springer for a four and six in the penultimate over that produced 14 runs.

Needing eight runs off the final over bowled by Jayden Seales, Tom Latham guided a head-high full toss from the bowler over the keeper for four, with the delivery also being called a no-ball.

Latham only got a single off the ensuing free hit, but they were able to pick up singles off the next two deliveries to ice the contest.

Latham ended on 39 not out off 29 balls in an unbeaten 54-run partnership.

The third and final ODI is scheduled to be played on Friday. (CMC)

Fatal shooting at President Kennedy Drive

Police have confirmed the identity of the man killed in Wednesday morning’s shooting on President Kennedy Drive, St. Michael.

The deceased is 27-year-old Jabarry Stephen Carrington of 2nd Avenue, Thomas Gap, President Kennedy Drive.

According to investigators at the Black Rock Police Station, the incident occurred around 11:15 a.m. Carrington was standing outside a business establishment when two masked men approached on a motorcycle and opened fire, striking him multiple times.

Police officers responded to the scene and pursued the assailants. One suspect was apprehended shortly after.

Ambulance personnel found no signs of life on arrival and a medical doctor later pronounced death at the scene.

Investigations are continuing. Police are appealing to anyone with information to contact Crime Stoppers at 1-800-8477, Police Emergency at 211, or the Black Rock Police Station at 417-7500. All information will be kept confidential.

Update

Two men on a motorcycle are alleged to have shot and killed a man along President Kennedy Drive, St Michael this morning.

They were pursued by police, and during the chase, there was an exchange of gunfire at nearby Goodland.

One man is believed to have escaped while another was taken into custody in Westbury Cemetery. Hours later, the motorbike was still in the road along with scores of gunshot casings (shells).

A crowd of people who were at the scene of the shooting, made their way to the cemetery amidst reports of an injured man being found there, but that proved to be false.

Police investigations are continuing.

A resident of Goodland, St Michael, told The Nation he heard gun shots this morning and saw two men on motorcycle being pursued by police.

Assistant superintendent of police, Peter Dawson, who was on location at Goodland, St Michael, confirmed there was one man in custody in connection with a shooting death which occurred earlier this morning at President Kennedy Drive.

The aunt of the man who was shot and killed this morning at President Kennedy Drive, St Michael, is still trying to come to terms with his death.

Pamela Carrington said her nephew Barry was a young father who worked at a nearby tyre shop.

One man is confirmed dead after a shooting incident Wednesday at President Kennedy Drive, St Michael.

The anguished cries of a relative pierced the air as police conducted investigations.

The road has been cordoned off and motorists should avoid the area.

There are also reports of a shooting at nearby Goodland, but it is not clear at this time if they are connected.

Barbados wins Destination of the Year at 2025 Balearica Tourism Awards

Barbados was named “Destination of the Year: African Diaspora” at the 2025 Balearica (Africa) Tourism Awards, recognising the island’s engagement with the African travel market.

Kyle Gittens, Director of Emerging Markets at Barbados Tourism Marketing Inc. (BTMI), said: “This prestigious award supports our ongoing efforts to position Barbados as the destination of choice amongst the African travel market, celebrating our rich cultural and heritage connections.”

“We remain committed to strengthening relationships across this emerging source market and welcoming many visitors to the beautiful island,” he added.

The award was presented on November 2 at the Hilton London, Canary Wharf, in the United Kingdom.

It acknowledges Barbados’ historical ties to Africa and the island’s initiatives to promote culture and heritage. Winners received the golden Balearica Statuette, named after the red-crowned crane, a symbol historically associated with immortality in ancient Egyptian culture.

The ceremony preceded the 2025 Grow, Unite, Build Africa (GUBA) Awards, held in Barbados for the first time under the theme “Reclaiming Our Atlantic Destiny: Build. Connect. Renew.”

His Majesty Otumfuo Osei Tutu II, King of Ashanti, visited the island and delivered a lecture at the University of the West Indies. This was the first visit by the occupant of the Golden Stool to the Caribbean.

The events coincided with a chartered SmartWings flight from Ghana to Barbados, representing direct travel between the two regions.

Prime Minister Mia Amor Mottley said she is confident the island is getting closer to attaining direct airlift between the continent and the island.

The award, the GUBA event, and the royal visit demonstrate Barbados’ engagement with African communities and its position in transatlantic cultural and tourism exchanges. (PR)

Two Miss Universe judges quit scandal-hit pageant, as one claims it’s rigged

Two Miss Universe judges have resigned days before the annual beauty pageant, with one of them accusing organisers of rigging the selection process.

Lebanese-French musician Omar Harfouch, who announced his resignation from the eight-member jury on Instagram, alleged that an “impromptu jury” had pre-selected finalists ahead of the competition, set to be held on Friday in Thailand.

Hours later, French football manager Claude Makélélé also announced he’d pulled out, citing “unforeseen personal reasons”.

The resignations come two weeks after several Miss Universe contestants walked out of a pre-pageant event over controversial comments made by an official from host nation Thailand.

“An impromptu jury has been formed to select 30 finalists from among the 136 participating countries, without the presence of any of the real [eight] members of the jury, including me,” Mr Harfouch wrote in an Instagram post on Tuesday, saying he had discovered this via social media.

The unofficial jury comprises “individuals with a significant potential conflict of interest due to some personal relationships with some of the Miss Universe contestants”, he claimed.

Mr Harfouch did not elaborate on how this “impromptu jury” would function, or how it would override the official jury’s decision.

The Miss Universe Organisation on Tuesday put out a statement to rebuff Mr Harfouch’s claims, saying that “no external group has been authorised to evaluate delegates or select finalists”.

It suggested thatMr Harfouch may have been referring to the Beyond the Crown programme: a “social impact initiative” that operates independently from the Miss Universe competition, and has a separate selection committee.

The Miss Universe Organisation announced the Beyond the Crown selection committee on Monday. In its statement on Tuesday, the organisation said that Mr Harfouch’s allegations had “mischaracterised” the programme.

Mr Makélélé, who also announced his resignation via Instagram, described it as a “difficult decision”.

“I hold Miss Universe in the highest regard. The platform represents empowerment, diversity, and excellence – values I have always championed throughout my career,” he wrote.

The beauty pageant drew backlash earlier this month after its Thailand director Nawat Itsaragrisil publicly berated Miss Mexico, Fatima Bosch, at a pre-pageant event for not posting promotional content on her social media platforms.

In videos that have since gone viral, Ms Bosch and several other contestants could be seen walking out of the event, and some could be heard shouting at Mr Nawat.

Mr Nawat later claimed that some of his words were misunderstood – but his conduct nevertheless prompted a stern rebuke from the Miss Universe Organisation, which has since sent a delegation of international executives to take over running the competition. (BBC News)

Chinese community in Jamaica pledges 1,000 care packages weekly for storm-hit areas

The Jamaican Chinese Benevolent Association (CBA) has pledged to deliver at least 1,000 care packages two to three times per week to communities recovering from Hurricane Melissa.

In partnership with the Chinese Community of Jamaica, the CBA said the initiative is aimed at rebuilding and strengthening resilience.

“Our mission is not only to provide relief to the parishes most impacted by Hurricane Melissa, but to stand shoulder-to-shoulder with Jamaica in the long journey of recovery – to rebuild a stronger, more beautiful nation and reinforce the bonds that unite us as Jamaicans,” CBA president Vincent Chang and vice-president Johnny Huang said in a joint statement.

The group has already distributed packages at Lacovia Primary School in St Elizabeth, which is serving as a government shelter. A doctor accompanied the team to provide basic healthcare support during the first visit on November 3.

Since then, the programme has expanded to several parishes. Packages have been delivered in Trelawny, including Stewart Town, Jackson Town and Hyde; and in St Ann communities such as New Banks, Windsor Property, Seaview Heights and Top Road. Supplies also reached Westmoreland, including Cave, Water Works and Whithorn.

Savanna-la-Mar Hospital received a special donation of packages for men, women and children, along with bottled water, rubbing alcohol, surgical masks, blankets, pillows and clothing. The team later distributed packages in Sherwood, Kinloss and Duanvale in Trelawny, as well as the Falmouth Hospital. Relief also extended to St James, including Guava Walk, Catherine Hall and Moy Hall.

Each package contains bottled water and juices; non-perishable food items; toiletries such as tissue, toothpaste and soap, laundry powder, baby diaper, wet wipes, sanitary napkins; and blankets, the group said. (Jamaica Gleaner)

Minister confirms plan to divest

Minister of Transport and Works Santia Bradshaw has confirmed that Government plans to divest the state-owned Transport Board.

She said meetings were being planned with all of the stakeholders to discuss the many proposals, which include severing of all workers at the board and creation of an entity to operate the bus service.

Government’s plans for the divestment were apparently leaked last week when a document sent to the Barbados Workers’ Union from the Ministry of Transport and Works (MTW) outlining the proposals, was widely circulated on social media. It led to much public debate with several people expressing concern about the proposals.

The document also revealed that Cabinet had approved the divestment.

Meeting with stakeholders

Bradshaw, who is also Deputy Prime Minister, confirmed the existence of the document.

“The request for a meeting following the discussion at Cabinet went out to the various stakeholders of which the Barbados Workers’ Union is one. As indicated in the correspondence, it is our intention through the Mass Transit Committee to meet with all of the stakeholders over the course of the next few weeks.

“I would hope that we would be allowed the opportunity to discuss the proposals that are on the table with the unions, with the Transport Authority, with the Transport Board, with all of the public taxis, with everybody, because mass transit is not simply about Transport Board and buses. Mass transit is about improving the operationalisation and the efficiency of bus transportation and transport generally in the country.”

On the public criticism, Bradshaw told the MIDWEEK NATION: “So, we are reducing it to an issue of correspondence going about proposals, when in truth and in fact it’s about properly being able to know when a bus is coming, being able to rationalise the route so that with all of the new developments that we have, being able to make sure that we are servicing the areas that people actually want.

“It’s also about bringing order to a sector. If you look at it, we’ve already in a sense kind of had a situation where through the Transport Authority and even the TAP (Transport Augmentation Programme), we already have the private sector being enfranchised to be able to assist us with public transportation.

Present ideas

“I think people are taking it to extremes and I think we need to be given the opportunity to sit down and discuss around the table with all of the stakeholders, and to present the ideas that have been put together by the transition team and then come back to the public with our position.”

Among the proposals are the transferring of ownership of the 121 BYD electric buses to former employees of the Board, with priority being given to the drivers, other staff and employees of the Transport Authority, and thereafter the general public.

However, a member of the United Public Transport, is sceptical about them taking over the bus system.

“We have concerns because we don’t have any confidence in this mass transit and how it will work, because people stay in offices and make decisions for things that happen on the road. It is basically like the same thing they did for us when we leave to start TAP and that has not worked out smoothly,” he said.

TAP members were former Board drivers who partnered with Government to provide transportation services to the public.

“Our concern would be, is Government still going to pay for the pensioners and schoolchildren? There are a lot of things further to discuss. If they want to meet with us, how come they have taken it to Cabinet? Them does do things and then throw you under the bus afterwards and then when there are mistakes, you can’t call them to meet with them.

“This is about three years that the TAP association had written the Minister . . . to meet with her and never get a response. On October, 6, we wrote a letter to the Prime Minister asking her to meet with us to discuss certain things and one of those topics was the future of TAP.

“We received a response from her secretary saying that they received the letter but we have not got that meeting yet with the Prime Minister. One of the topics we wanted to discuss with the Prime Minister is that we as TAP working with the Transport Board and the Transport Board is not making any money and we are not making any money either.”

He suggested that divestment of the Board “is not going to be easy”.

“I doubt the majority of workers will be interested in getting those electric buses or the diesel buses. About three or four people would have to form a company to work together to actually maintain those electric buses, so I don’t know what they really thinking. I have no confidence in this mass transit thing, so I wish them luck, but a lot of my fellow comrades say it will be mass chaos. We have no confidence in that project whatsoever.” (MB)
