House and land dilemma

FOR THE LAST four years, Barry Bourne wanted to build his house on his land, but has been prevented from doing so.
The reason? An indigent family who lives on the land can’t find a spot to relocate.
It is an inconvenient situation for both, but their dilemma doesn’t end there.
The house, occupied by Fitzallen Bynoe, 69, is dilapidated and cannot be moved. So the senior citizen is pleading with the National Housing Corporation (NHC) or Urban Development Commission (UDC) for a house for him and his two adult children, who have developmental challenges.
