CHIEF JUSTICE?MARSTON GIBSON says reform is needed in the penal system to ensure that prisoners on remand at Dodds can have access to rehabilitation programmes.
He is also concerned about the length of time inmates spend on remand there before they are actually convicted.
Gibson, who said he had been alerted to these issues during an “eye-opening” meeting with Superintendent of Prisons Lieutenant Colonel John Nurse, is in favour of a multi-faceted approach to addressing them.
He said it had been pointed out to him that under Barbados’ Penal System Reform Act, a person on remand was not convicted and therefore could not benefit from the rehabilitative programmes that convicted prisoners enjoyed. (GC)
