20 years and ‘still no closure’

RELATIVES WHO SUED the police over the killing of a teenager more than 20 years ago are still without any compensation.

Norford Bernard, a then 19-year-old, was shot late one night while in his neighbourhood at Black Rock Main Road, St Michael, on January 26, 1993.

Witnesses said back then that a car pulled up and two well-known policemen jumped out. Moments later gunshots rang out, and Norford was bleeding to death on the pavement yards from his family’s home.

The police claimed that two constables were on duty when they encountered three men, one of whom had a gun, and in the confrontation Bernard was shot. Some witnesses refuted the claims that Norford was resisting or that there was ever a gun.
